Office of the President
The President of the School is
appointed by the Governor-in-Council and has the rank and status of a Deputy
Minister. The President is the Chief Executive Officer of the School and has
control over the form and content of programs, studies and publications of the
School, the appointment of staff, the contracting for services and any other
authority normally exercised by a deputy head pursuant to a statute or
delegated authority. The positions reporting to the President are listed below.
Corporate Services
With a focus on best practices,
Corporate Services Branch is responsible for the School's financial resources
stewardship functions and providing essential services of Information
Management / Information Technology, and administration, which enable the
School to operate in a manner that is efficient, effective and economical while
meeting the School business objectives and central agency requirements. Corporate
Services balances its dual roles of Stewardship and essential services. These
responsibilities are delivered through the following divisions within Corporate
Services; Administration Services, Financial Policy and Accounting Services,
Resource Management, Comptrollership and Quality Assurance, Information
Management Services, and Information Technology Services.
Human Resources
The Human Resources Branch is
accountable for anticipating and meeting the needs of our clients and
stakeholders through the professional delivery of a variety of human resources
services and expert advice. Human Resources services are deliverable on an
ongoing basis to the School's executives, managers and employees and includes,
but not limited to, the provision of consultation services and advice to
managers on organization and job design, HR planning, resourcing strategies,
learning and development, official languages, employment equity, workforce
adjustment, environmental scanning analysis, staff relations, occupational health
and safety, health and wellbeing, compensation and benefits, as well as other
programs and services aimed at effective human resources management.
Individual Learning
The Individual Learning Branch
builds the capacity of individual public servants to perform in their current
job and meet the challenges of the next job in a dynamic, bilingual
environment. To this end, the Branch designs, develops and delivers a wide
range of online, classroom and technology-enabled learning including: services,
advice and products to support second language acquisition and maintenance;
required training for new employees of the core public administration
(orientation to the Public Service), functional specialists in defined areas,
and newly-appointed supervisors, managers and executives (Authority Delegation
Training and where application associated assessment instruments); professional
training and certification programs for identified functional groups;
professional and management development programs that address the common
learning needs of employees, supervisors, executives, and managers; leadership
development programs for managers; courses on generic public administration
skills and competencies for public servants at all levels; and, Campusdirect,
the online campus and e-learning portal for public servants.
Ombudsman
The Ombudsman provides corporate
leadership in the School's informal conflict management system; holds
accountability as the School's Senior Official for Values and Ethics; directs
the provision of harassment prevention activities / programs and is accountable
for the School's Internal Disclosure process.
Policy, Governance and Communications
The Policy, Governance and
Communications Branch is responsible for the management of the School's corporate
governance, planning and decision-making processes and for the provision of
strategies and advice that enable the School to meet its strategic objectives.
This includes providing advice and support to the School's Board of Governors
on all aspects of the Board's responsibilities; managing the School's strategic
planning framework and processes; providing integrated policy advice to support
decision-making and providing communications and marketing support to
effectively promote, market and communicate the School's directions,
priorities, products, services and events.
The Conferences and Special Events (CASE) Directorate supports the mandate of the School by designing and delivering a range of special event products and services which reflect the learning and professional development needs of the Public Service across Canada. CASE also provides customized event planning and management services to federal departments and agencies to help them achieve their organizational learning needs.
Registrar and Departmental Client Relations & Regional Operations
The Registrar is key to supporting
efforts, government-wide and by the School, to: register students and report on
their progress; provide advice on foundational training as well the creation of
individual learning plans; develop an inventory of offerings; develop a quality
assurance function for learning products; establish appropriate learning
equivalencies and exemptions; and, develop evaluation capacity to evaluate
programs performance. The aim of the Registrar is to establish a unique and
ongoing relationship with clients, through which they are provided advice and
access to a full spectrum of learning opportunities. The Registrar also
supports the organizational leadership activities associated with departments
managing change and delivering results.
Departmental Client Relations supports Deputy Heads in strengthening learning in their organizations by providing a single window access to information and expertise on the full suite of the School's programming and expertise; assisting departments and agencies in identifying and meeting their organizational learning requirements; and identifying and sharing leading practices. The function acquires a hands-on understanding of the common learning needs across federal organizations, providing information to the School to support alignment of its programming to meet department/agency and government priorities.
Regional Operations deliver programs and services to support the learning needs of public servants located outside the National Capital Region. Through six regional offices, and in conjunction with internal and external partners, the School offers a comprehensive blended system of learning across the country which includes: language training, Authority Delegation Training, orientation to the Public Service and certification/training for functional communities as well as professional, management and leadership development. Regional Directors work closely with the Regional Federal Councils and with colleagues, within the School, to identify for emerging issues, innovative approaches and leading practices in order to support individual and organization learning. Regional Directors maintain relationships with departments and agencies at the regional level to better understand organizational learning needs and align programs and services to meet these needs.
