Assisted Human Reproduction Canada (AHRC) protects and promotes the health and safety of Canadians against the risks associated with assisted human reproduction technologies through two programs: Licencing and Enforcement of a Regulatory Framework for Assisted Human Reproduction Technologies, and Health Information and Knowledge Management for Assisted Human Reproduction Technologies.
Licencing and Enforcement of a Regulatory Framework for Assisted Human
Reproduction Technologies
AHRC fulfils this responsibility by
issuing licences for controlled activities and for facilities used by qualified
persons or organizations. As part of this program, AHRC will be assessing
applications against licence requirements, including scientific and ethical
considerations. AHRC will be responsible for conducting periodic inspections of
assisted human reproduction clinics, service providers and researchers to
ensure compliance; and enlisting the participation or support of other
recognized organizations in the development of other supporting policy
instruments, for example: standards, guidelines and accreditation models.
Health Information and Knowledge Management for Assisted Human
Reproduction Technologies
Assisted Human Reproduction Canada
(AHRC) will manage Health Information and Knowledge by maintaining a personal
health information registry to consolidate health reporting information
concerning donors, patients and offspring born of assisted human reproduction
procedures to allow for a look-back and trace-back mechanism. It will also
provide reports of assisted human reproduction controlled activities, including
success rates by assisted human reproduction clinics and results of research,
to enable prospective assisted human reproduction users to make informed
decisions. AHRC will also provide the public with information on assisted human
reproduction matters or issues via its Web site or in other forms such as
brochures.
AHRC is governed by a President and a Board of Directors which is responsible for the overall management of the Agency including the provision of advice to the Minister of Health on matters relating to assisted human reproduction or any other matter to which the AHR Act applies. The Board is also responsible for approving the Agency's goals, operational policies and budget and is responsible for evaluating the Agency's performance.
