Chief Statistician of Canada
The Chief Statistician is a deputy of the Minister Responsible for Statistics Canada. The Chief Statistician advises on matters pertaining to statistical programs of the department and agencies of the Government of Canada, and confers with such departments and agencies to that end. The Chief Statistician supervises generally the administration of the Statistics Act and controls the operations and staff of Statistics Canada.

Departmental Secretariat
The Departmental Secretariat serves as the principal focal point for liaison with the Minister Responsible for Statistics Canada, other ministers, and members of Parliament in general. In support of the Minister, the Departmental Secretariat processes correspondence, deals with parliamentary returns, responds to oral and written questions and prepares briefing material on issues relating to Statistics Canada's programs and policies. Its other functions include providing staff support to the Chief Statistician and the Policy Committee as well as liaising with various management committees. The Departmental Secretariat is also responsible for review and control of official government documentation.

Statistical and Analytical Programs

Aboriginal Statistics
The program provides subject-matter expertise, coordination and integration in the collection, analysis and dissemination of data about Aboriginal people on topics such as education, use of Aboriginal language(s), labour activity, income, health, communication technology, mobility and housing conditions. In this capacity, it provides information, support and advice to federal departments, Aboriginal governments and organizations. The program also includes a statistical training program to build statistical skills and knowledge among Aboriginal organizations and communities.

Agriculture, Technology and Transportation Statistics
The program plans, directs, coordinates and controls the provision of statistical information and advice concerning agriculture, science, technology, broadcasting, telecommunications, innovation and electronic commerce, small business, special surveys and transportation to governments, private organizations and institutions. The program supports statutory requirements largely focussed in the System of National Accounts.

Analytical Studies
The program integrates, analyses and interprets data collected both within the department and elsewhere to describe and draw inferences about the nature of Canada's economy and society. It develops new and improved techniques for the statistical analysis and interpretation of socio‑economic data sets. This program provides Statistics Canada's assessment of current economic conditions. The program produces annual estimates of multifactor productivity and associated analytical reports. These activities are vital for the Bank of Canada, Finance Canada, Industry Canada and the private sector financial community.

Census of Agriculture
The program conducts the quinquennial Census of Agriculture, and produces and publishes economic series on the agriculture sector that flow to the System of National Accounts to form the agriculture component of the Gross Domestic Product, thereby satisfying requirements of the Fiscal Arrangements Act. This program provides a comprehensive picture of the agriculture sector at the national, provincial and sub-provincial levels and is mandated by the Statistics Act.

Census of Population
The program plans, develops and implements all collection, processing and dissemination of the periodic decennial and quinquennial censuses of population, Canada's national inventory of key socio‑economic phenomena. This program is the only reliable source of detailed data for small groups (such as lone-parent families, ethnic groups, industrial and occupational categories and immigrants) and for areas as small as a city neighbourhood or as large as the country itself. Because the Canadian census is collected every five years and the questions are similar, it is possible to compare changes that have occurred in the make-up of Canada's population over time. This program is mandated in many statutes and acts including the Statistics Act, Electoral Boundaries Readjustment Act, Canada Elections Act, Federal-Provincial Fiscal Arrangements Act, Canada Council Act, Provincial Subsidies Act, Railway Relocation and Crossing Act, Industrial and Regional Development Act, Constitutional Amendments Act, Income Tax Act, Municipal Grants Act, Canada Pension Plan, Old Age Security Act, and the War Veterans Act.

Demography
This program produces Canada's quarterly and annual post-censal and inter-censal population estimates used to satisfy the statutory requirements of the Canada Health and Social Transfers, Equalization and Territorial Formula Financing, Federal-Provincial Fiscal Arrangements Act, Canada Pension Plan Act, Canada Pension Plan Investment Board Act, Canada Student Loans Act, and the Canada Student Financial Assistance Act. Population estimates are produced at three geographic levels: Canada, province and territory, and census division, census metropolitan area and economic region. Data include estimates of births, deaths, immigration, total emigration, change in non-permanent residents, and inter-provincial and intraprovincial migration. For program and policy purposes such as pension and labour market planning and forecasting, population projections are also prepared following each census. Population estimates and projections are used by all levels of government, the private sector, researchers and non-government organizations.

Economy Wide Statistics
The program plans, directs, coordinates and controls the provision of statistical information and advice on financial and taxation statistics for enterprises, international trade, investment and capital stock, and prices to governments, private organizations and institutions. The program supports statutory requirements largely focussed in the System of National Accounts.

General Social Characteristics Statistics
This program produces information and analytic outputs on key social issues, including immigration, ethnicity, social engagement, youth, families, gender, seniors, and social well-being. The program also conducts the General Social Survey, develops and maintains the Longitudinal Immigration Database, and is the focal point for the development of post-censal surveys. The program provides information and subject-matter expertise to help support the policy interests of Human Resources and Social Development Canada, Citizenship and Immigration Canada, Health, Justice, Canadian Heritage, and Status of Women.

Health Statistics
The program provides statistical information and analysis about the state of health of Canadians. This is achieved by conducting the ongoing Canadian Community Health Survey and the National Population Health Survey as well as occasional surveys. The program also collects the data for and maintains Canada's Vital Statistics and the Canadian Cancer Registry. The program is also responsible for the development and management of health surveys using direct measures. The Canadian Health Measures Survey is collecting key information relevant to the health of Canadians by means of direct physical measurements. This information is used to assist and support health planners and decision-makers at all levels of government, to sustain demographic and epidemiological research, and to report to the Canadian public about their collective health and health care system. This program supplies the System of National Accounts with data required by the Financial Management System of Government Statistics and the Fiscal Arrangements Act while the Vital Statistics data are used by the Population Estimates program whose results in turn are used for the Equalization program.

Industry Statistics
The program plans, directs, coordinates and controls the provision of statistical information and advice on distributive trades, business surveys, manufacturing, construction, energy; and service industries to governments, private organizations and institutions. The program supports statutory requirements largely focussed in the System of National Accounts.

Institutions and Social Statistics
The program collects, produces, analyses and disseminates socio‑economic statistics related to justice, education, culture and tourism, and public institutions. The program facilitates decision‑making and research in both the public and private sectors. The program supports statutory requirements largely focussed in the System of National Accounts and in the Canadian legal system.

Labour and Household Surveys
This program covers household surveys such as the Labour Force Survey, surveys on family income and expenditure, and establishment‑based surveys of employment. The program supports various statutory requirements either directly or via the System of National Accounts.

Socio-Economic Analysis
The program plans, coordinates and conducts a range of statistical analyses and publications as well as develops, maintains and disseminates several micro-simulation models. These activities serve four main functions: they provide high quality and often leading edge analyses on important contemporary topics for the general public; they provide information of direct relevance to matters of current policy concerns; they contribute more generally to the corpus of national and international research in the peer-reviewed literature; and they provide in-depth feedback and quality assurance to a wide range of the data producing units with Statistics Canada.

System of National Accounts
The program provides a conceptually integrated framework of statistics and analysis for studying the evolution of the Canadian economy. The accounts are centred on the measurement of production of goods and services, and the purchase/sale of goods and services in domestic and international markets. Production and consumption are measured in dollar terms. Monetary flows are tracked among the four major sectors of the economy: households, businesses, governments and non-residents. Saving, investment, assets, liabilities and national wealth are measured. The program supports various statutory requirements and its outputs are vital to the policy development and program responsibilities of the Bank of Canada, Finance Canada, Industry Canada, Foreign Affairs and International Trade and several other federal and provincial departments and agencies. Its outputs are also widely used in the private sector.

Statistical Support Services

Classification Services
The program is responsible for the development and implementation of standard classifications and establishes official concordances between international and Canadian classifications. It also standardizes economic and social concepts and provides a system of comprehensive documentation for all surveys conducted by Statistics Canada.

Collection Support Services
The program provides data collection services to Statistics Canada and is responsible for the coordinated planning of capacity and capabilities across the collection infrastructure and collection research. It also is responsible for human resources operations for employees hired under the Statistics Act.

Geography Services
The program maintains a spatially referenced geographic database in support of the Census of Population as well as the Census of Agriculture, the Standard Geographical Classification and other Statistics Canada programs. It is also responsible for the development of geographic concepts, the delineation of the geographic areas and the publication of maps and other reference materials. The program is the centre of expertise in the application of automated geographic and cartographic techniques.

Informatics Services
The program is responsible for developing, delivering and maintaining informatics services in support of the business requirements of the statistical and administrative programs of Statistics Canada.

Methodology Services
The program ensures that the statistical methodology used by all Statistics Canada surveys is sound and statistically efficient. It is responsible for the development and maintenance of methodology standards, the development and support of generalized methods for survey functions, and research on problems related to survey design and evaluation, time series and the analysis of survey data. It is also responsible for the development and maintenance of a central register of enterprises and associated establishments for statistical purposes.

Tax Data Program
The program is responsible for obtaining statistical data from the Canada Revenue Agency and for processing and making these data available to other Statistics Canada programs. It has a leadership role within the Agency in developing approaches and methods by which tax data may be used to supplement or replace data collected by surveys.

Corporate Services

Evaluation Services
The evaluation services facilitate formative and summative evaluations, provide quality assurance on other program evaluation studies, and evaluate departmental program policies. These examinations are conducted to professional and government program evaluation standards. Program evaluation reports provide feedback on the current level of effectiveness and efficiency and contribute to determining the ongoing relevance of the programs and the level of resources necessary to achieve expected results.

Facilities/Asset Management Services
The facilities and asset management services include managing Statistics Canada's facilities and related assets, including office buildings, office equipment, furniture, and all informatics/non-informatics equipment and software related to facilities.

Financial Management Services
The financial management services support Statistics Canada's programs and involve several activities undertaken to ensure the prudent use of public resources, such as financial planning, cost and cash accounting, revenue management, and the development, implementation, operations of the financial accounting framework and oversight of the administration of the Financial Administration Act. These services also provide information for decision-making, comprehensive and integrated reporting on ongoing programs and permit effective external reporting. Other services consist of providing leadership, guidance and direction on all accounting and financial management systems and processes.

Human Resources Management Services
In order to enhance organizational performance, the human resources management services assist management in obtaining, deploying, developing, motivating and retaining employees. These services also include the monitoring of individual training for employees, the management of translation services and official languages, the human resources development, operations and recruitment services.

Information Management Services
The information management service includes document management, distribution of data collection materiel, publications and general correspondence. It includes the services of the departmental library and administration of access to information and privacy legislation.

Internal Audit
Services supplied by the internal audit function provide timely assurance services and advice to the Chief Statistician and senior management. Through systematic and disciplined approach, the audit function provides independent and objective assessment, independent from line management, on risk assessment, control and governance.

International Relations
This program is responsible for the coordination of Statistics Canada's contacts with the statistical offices of other countries and international organizations such as the United Nations, its specialized agencies and regional commissions, the Organisation for Economic Co‑operation and Development, the European Union and the International Statistical Institute. It provides policy advice on international matters to senior Agency management; coordinates the work required for fulfilling international obligations such as representation at intergovernmental meetings and data reporting. It also manages the Agency's International Technical Assistance Program and maintains contact on behalf of the Agency with the Department of Foreign Affairs and the Canadian International Development Agency.

Management and Oversight Services
The management and oversight services involve providing central strategic direction and decision-making to manage the ongoing operations of the organization, supporting corporate planning and risk management and promulgating modern management know-how and best practices.

Public Affairs/Communications Services
The public affairs and communications services includes both internal services to support our dissemination of statistical information and external services to foster the widest possible access to Statistics Canada's information through means such as the Agency's website, publications and electronic products. The website serves as the Agency's principal dissemination and communication channel while the Agency's National Contact Centre handles external enquiries for statistical information by phone, fax and e-mail. In order to increase awareness, understanding and use of the Agency's information, these public affairs and communications services include outreach and capacity building initiatives among client communities.

Public Policy Services
The public policy services ensure that Statistics Canada's legal and policy obligations related to the Statistics Act are satisfied. They support the legislative framework of the Agency and include the provision of advice and guidance on policies and legislation to Statistics Canada employees as well as to officials of other government departments (federal, provincial and, occasionally, foreign).

Supply Chain Management Services
The supply chain management services assist managers in ensuring that competitiveness, cost effectiveness and quality are achieved in the acquisition and contracting of goods and services, as well as in the use, accounting and disposal of materiel assets. The services are also responsible for the inventory control of acquired assets.
